Mail Handling Procedures
The Purchasing Department handles all outgoing U.S. Postal Mail. The two types of mail, bulk and nonbulk
require different processing. Please follow these instructions to prevent delays in mailing your
items.
Bulk Mail: The District has one bulk mail permit number. All bulk mail must have the return address of:

Marysville, CA 95901
The school name should be added above the return address. The postage area will need to have the
applicable Non-profit Standard of First-Class Pre-sort logo that includes our bulk permit number (#259)
printed on all envelopes. Effective January 1, 2010; all bulk must have a “Return Service Requested”
statement printed ¼” or more below the return address or bulk imprint per USPS mandate. The Print
Shop can assist with pre-printing bulk envelopes / flyers / newsletters. Each site is responsible for
completing the correct applicable bulk mail forms and sending them with the mailing to the District
mailroom. Accurate piece counts are important.
All bulk mail must be sorted by zip code prior to being sent to the District mailroom for processing. The
mail will need to be sorted as follows: Separate Marysville (95901), Olivehurst (95961), all other zips
beginning with 959, and all zips outside of the 959 prefix. There is no need to sort beyond these 4 zip
code groups. NOTE: The District mail machine can seal standard envelopes if the flaps are folded down
or open and nested. Please do not tuck envelope flaps inside the envelopes.
Standard Bulk is defined as 200 pieces or more, identical size and weight, generic in nature, general
information (i.e. flyers / announcements / newsletters). The Non-profit Standard bulk stamp logo with
permit number must be used. For Standard Bulk you will fill out the USPS Standard Bulk Form 3602.
First Class Pre-sort Bulk is defined as 500 pieces or more, identical size and weight, unique /
personalized information per recipient (i.e. report cards / progress reports / test results). The Pre-sorted
First-Class bulk stamp logo with permit number must be used. For First Class Pre-sort Bulk you will fill
out the USPS First Class Bulk Form 3600.
The Post Office will not accept flyers sealed using staples or coding dots. You may use Avery #05247
(Office Depot item #283271) mailing seals or tape to seal those mail pieces not placed in envelopes. Do
not tape over the postage area on any mail piece or use binder clips inside envelopes. Note: the closed
end of a folded flyer should always be on the bottom with two seals on top, 1” from each edge, and one
seal midway down the right side. Single sheet tri-fold or bi-fold flyers are best placed in an envelope, as
they are too thin for machine processing.
Non-Bulk Mail Information: With the postage rate change that took effect May 14, 2007, the Post
Office implemented a “shape based” surcharge for outgoing U.S. Mail. In addition to weight, this
change incorporates the size and shape of the mail piece into the price of postage. For example, there
will be additional fees for standard (No. 10 envelopes) letters exceeding ¼” thickness. It may be more
cost effective to fold your documents in half and use a 6” x 9” non-clasp envelope if doing so brings the
thickness below ¼”.
Use manila envelopes without metal fasteners. The Post Office must manually process the clasp
envelopes and will charge an extra handling fee beyond the extra size fee. The Warehouse stocks nonclasp
manila envelopes. If you must use an envelope with a clasp, please do not use the clasp to seal the
envelope. If the clasp is used, place clear packaging tape over the clasp.
District mail processing equipment cannot seal envelopes that have the flap crease blocked.
Overstuffed envelopes do not allow the machine to seal and often cost more than having the documents
folded in half and placed in a 6” x 9” envelope if the thickness is less than ¼”. If your only option is to
use a #10 envelope for a thick document, please manually seal the envelope prior to sending it to the
mailroom. All manila envelopes must also be manually sealed before they are sent to the mailroom for
processing.
All address labels must be placed at least 5/8” above the bottom of the mailing to allow for barcode
clearance.
To qualify for postcard pricing, the postcard must be rectangular with a minimum size of 3 ½” high x 5”
long. The maximum postcard size is 4 ½” high x 6” long.
Please remember that all mail must have a return address with your site or department name. The
mailpiece will be opened to determine the site or department to charge the mailing to if we cannot
identify the location.
Certified Mail should have the barcode number strip placed on the top of the envelope, left of the
postage tape area (3 ½” is needed for the postage tape on the top right side of the envelope). If there is
not sufficient room between the postage area and the return address for this number strip, the Post
Office will allow placement on the left side of the envelope under the return address. The certified mail
return receipt address card should be affixed to the back of the sealed envelope. Note: If you do not
need a signed return receipt (green card), you can use the certified form only and track your delivery
online (there will be no signature online). Not using the return receipt green card will result in a
significant savings.
